Enforce constitutionally valid laws. Not only allow, but encourage people to take an active role in their own defense. Get rid of corrupt politicians. Don't let career criminals back on the street. Stop paying people to sit at home and breed more future criminals.
Ultimately nothing changes until the people of Chicago decide they have had enough.
