Do not jail him, give him a fluffy jacket and padded pink room for the next 40-yrs:

Charge: Reckless homicide/construction zone, aggravated DUI in an accident causing death, aggravated DUI/no valid driver's license, driving while never being issued a license and operating a vehicle without insurance

Since he killed a 2-yr old child: Sentence should be now 40-yrs.
