I am sorry, but I have to disagree........
The person you are replying to does not have to ask a peace officer, he is experienced in that field. As are several others that might explain to you that TXI is correct.

I do not know how they are linked but I can tell you for a FACT that they are!

When ANY Texas Police Officer runs your plate on his computer it comes back as "Texas CHL Holder" (or something to that end). He knows you are a CHL Holder even before he approaches your vehicle.

I suspect that when the plate is run and it gives the Registered Owner, then the appropriate Drivers License is referenced which in turn activates the CHL connection and provides the notice to the Officer.
As a working officer, let me second what TXI says. The plates are not linked and we have no way of linking the two. Plates are not linked to any form of drivers licenses either.

What happens is that a good dispatcher will usually try to run the registered owner for the officer as a guess, but it will only work if the name is unusual. To run a person you need either the name and date of birth or the ID number. I might be able to run my name only and get a return (there are no other Stephan Rothstein's in Texas) but if I ran "John Doe" the answer comes back as too many to list.

What may also happen is that a local system may link people previously contacted in a car to the plate. San Antonio does this by allowing the officer to check municipal court records from the car computer. But this is a local system and would have no records of people not previously stopped and ticketed in San Antonio.

As a general rule, there is no way for an officer in Texas to know if there is a CHL in the car until he identifies the driver and passengers.

Obviously I am wrong about local PD's.

But, try telling that to a DPS Trooper.
