I did not think Australia would accept immigrants over 35 years of age but they do, if they meet the following criteria: (I did not fact check this so if you are thinking about it, please verify this information)

You may apply for an investor Retirement Visa if you meet the following criteria:

* are 55 years of age or older
* have a minimum assets available to transfer to Australia of:
A. $500,000 if you intend to live in a regional/low growth area of Australia; OR
B.$750,000 if you intend to live in a high growth area of Australia
* have a minimum net income stream of:
A.$50,000 annually if you intend to live in regional/low growth area of Australia
B.$65,000 annually if you intend to live in a high growth area of Australia

(Now Check This Next One Out--and bear in mind these figures are IN ADDITION TO the figures above)
* are able to make a minimum designated investment of:
A.$500,000 if you intend to live in a regional/low growth area of Australia; OR
B.$750,000 if you intend to live in a high growth area of Australia
* you must have held all of the assists listed above for 2 years prior to lodging your application, unless the assists are related to superannuation and/or inheritance
* have evidence that you, and your spouse if applicable, hold a private health insurance package that meets Australian Department of Health and Ageing (DHA) guidelines during the period of the intended stay in Australia
have no intention of working full-time in Australia (you, and your spouse if applicable, will only be allowed to work up to 20 hours per week while in Australia)

We are retiring in seven years and have bought a place where they welcome Americans, seaside homes are reasonably priced, and they leave you alone or even embrace you if you volunteer for humanitarian work. Even more important, you can have your guns shipped to you and keep them in your home (even if the government has to know about them).

Also, all residents get 2,000 channels of satellite TV free of charge!
OK... I'll bite. Where is this Shangri-La? (I'm betting I'm stepping into a trap.)
I'll narrow it down to two countries. It's on the Gibralter Strait. :)
That means either Morocco or Spain... being that I do not know much about either country, I'd imagine that Americans are more welcome to a Southern Europe country than an African, but if Spain is anything like the rest of Europe, it likely has stringent gun laws, while Morocco does not... I'm going to have to guess Morocco since you mentioned the humanitarian aid.
Morocco has gotten much better in recent years about issuing residency to expats. They are trying to modernize information technologies and have the second largest port in the world now (Tangier Med), so their need for people who can serve as brain trust and also who can do humanitarian work is increasing. Thus they are much more welcoming and tolerant lately.

A 41 year old Indian mother was talking to her husband back in India on her cell phone as she walked through a park in Australia when she was stabbed to death.

You have to cut them some slack what with the blood rushing to their heads from being upside-down all the time!
