It's a good question, but I'm not sure it'll get the attention that it deserves in the poll forum, so, I've reposted it here, because, frankly, I'm curious about it, too.

The renew process is set by law -- GC §411.185.

The law is what it is because that is what the legislature passed and the governor signed in 1995. It took years of negotiation.

It probaby does make sense to repeat the background check, if it is going to be required at all. It is possible for someone to be indicted or convicted in, say, Hawaii after they got a Texas CHL.

I think it may also be required by whatever federal law lets you buy weapons without a NICS when you have a CHL.

perhaps I didn't make it clear - I wasn't posting the subject of the poll, but a question that Venus had *in* the poll's message forum. It didn't seem that her question had as many responses as you would indicate.

It seems to me that it's not a complete background check on the renewals, but, a check just to make sure that nothing has changed in the previous 4 (or 5) years and that you're still the person that you were then.

A Computerized Criminal History check, for example, would not show if you've paid your taxes, if you'd defaulted on a student loan, or been to a mental hospital. All of which would be disqualifiers for the renewal.

The check isn't as through as the original, it just covers the previous 4 (or 5) years since your last renewal.
