I wouldn't even think it really needs a lot of training necessarily. It needs some guts to keep thinking under pressure. Just a little forethought of what you might do in a given situation can help a lot.
On one of those self defense shows on outdoor channel, they showed a scenario where a gunman cornered a woman in a parking garage and demanded her purse. In the initial scenario she handed it over despite the fact that her gun was in that purse. They were trying to point out that maybe the purse is not the best location, she had poor awareness, and she just handed the attacker another weapon, one that she knew would work. At that point, she might have been better either throwing the purse and running or drawing and shooting. Of course, a better outcome is she sees it coming and draws or takes action before she gets cornered with a gun pointed at her at close range.

Presently, the county would foot the bill for such an occurrence. Obama just wants to add an “r” to “county” and make it “country” because of all the synergy, economy of scale and efficiencies of the federal government. Exactly! By "outdrawing a drawn gun", we're not talking about the high noon shootout on main street, we're talking about moving, deflecting, drawing, and firing.
