IIRC they don't need new congressional authorization. They already have it.

Actually, their boss, the Secretary of the Treasury, has that power according to unconstitutional law.

My hope is that we get a SCOTUS ruling to get control over this unconstitutional government agency and every law denying us our 2A rights. I wish we could get a president and congress willing to do away with the restrictions before it comes to that though.

Let's say that this study somehow makes it's way as law, couldn't you just buy a saiga 12 parts kit, and the assemble the rest yourself? After all, the only "gun" part of the weapon is the receiver, and should this ban take effect I could see a lot of saiga receivers becoming avalible.
