New York City does have too many people, too many ordinances, and not enough streets.

However, it should be kept in mind that, in New York, things like jaywalking and making "unapproved" turns on a bicycle are traffic infractions, not misdemeanors, and therefore noncriminal as a matter of law.

Do many folks commit traffic infractions on a routine basis daily? Yes. Is that a part of the culture and tolerated to a degree because it helps the city to run smoothly? Yes. Does that make New Yorkers, who are always in a hurry, criminals? No.

Eh? Seriously? Why? Because the parents couldn't afford to pay for registration and licensing, or because you think it's the government's job to tell you how to not fall over?

Because the parents did not properly provide for their offspring by raising them in a state that IS NOT a nanny state. One where it is NOT necessary to license a bicycle so you can ride it to your neighbor across the street.

No, because the parents knew about the extra expenses but chose to go ahead and give an unuseable gift anyway - that's just flat out mean.

It looks like bicyclists are the most frequent and most egregious traffic law violators. I'm not surprised.

Most recreational bike riders in NYC don't ride like what you see on the video. They're bicycle messengers.

The folks who make their living that way have a business model that promises they can deliver small physical packages faster than any other service.

They accomplish that mission by riding like kamikazes.

They're highly skilled and get their cargo to where it's going in a hurry.

They also occasionally get squashed.
