I would leave well enough alone and let him wait to clear NCIS.

I had never been delayed through NCIS (pre-CHL in Texas) until I moved out of state last year. Since then, I've done three transfers with a local FFL and he's called then in, not set up to electronically submit the data. Each of those times I have received a delay, he's been transferred to a second tier phone operator, and then I immediately received the proceed. Not too much of a hassle, since it only added 90 seconds to his call, but strange. Also had a 4473 processed electronically by a big box store in the same timeframe and it immediately went through.

I hadn't heard from him today to know if it went through today or not. I'll talk to him tomorrow and find out if he double checked the form. If he isn't cleared by Monday and if he didn't double check the form I'll recommend that he goes back and does just that.

If he didn't use his social security # the first time, he could re-run the check with the SSN. That eliminates a lot of false hits for people with similar names.

I've had an FFL let me sit down and type it in on the screen so that he didn't keep a record of my SSN.

Didn't work for me. Guy in PA, who is a felon, has the same first name, middle initial, last name, and birth date as me. Several times I was delayed. But the last purchase I attempted before getting my CHL I was denied even though I had provided my SS#.
I called the number the FFL called and spoke with an agent and a supervisor. I was told by both that although it was obvious to them (by looking at my SS#) that I was not the person with the felony, agents are not required to use the SS# in determining if a person is qualified or not.
The agent told me that the female agent that took the original call was known through out the system for bragging about the number of denials she has issued.
The NICS system is flawed and broken. It is used by people with agendas to deny people's 2K rights under the guise of keeping guns out of the hands of criminals.

The denial occurred while I was waiting for my CHL 5 years ago. I've already completed my renewal class. The agent said it shouldn't have been a problem at the time if anyone other than this lady had taken the call. I believe him because I had purchased several other firearms in the previous weeks without issue. I have not undergone a NICS procedure since and I would not do business with any establishment that would require one from a CHL holder.
I was told by the agent that I spoke to that the UPIN would solve the problem but also acts as a flag that will normally cause at least a 1-2 hour delay. Of course that was when they weren't hammered the way they are now.
I believe the CHL process has solved many of my mistaken identity issues - I no longer get calls from the FBI in the middle of the night.

UPIN does not cause any delay when I have entered the NICS online, it goes through as quick as any other check. I got to where I was afraid to buy a firearm at a gunshow because it was embarrassing. I finally found out what was causing the problem. Not thinking, I was forgetting to put jr. at the end of my name. Good night nurse!! I found out by accident. I was delayed and a woman working at the gun shop I was at, looked over the paperwork. She lit up like a light bulb and said... I think I figured it out. I put the Jr. On the application and got approved. Dumb reason to get delayed but she said everything had to match perfectly for the instant approval.

He might be a Jr. I'll ask him and see if he put that down.

Nothing yet. He did use Jr. and his SSN on the form, but doesn't know for sure if the FFL used either when calling it in. However, he said something else to me that I'm not familiar with. He said the FFL told him that if they do not hear anything back from NICS by Wednesday that he can proceed with the transfer and my BIL gets his rifle. Is that true?

Yes, a delay instead of a denial means the FFL can sell the gun to him if a denial does not happen before then.

Was at my FFL a couple of weeks ago picking something up, and another guy there ran into the same problem. FFL gave up after 15 minutes, saying that he was having significant (multi-hour) delays on the instant checks. The system is just overwhelmed. Glad I had my CHL
