It could be true. I have spent quite a bit of time taping standard IDPA targets (the target in the picture) shot with 9mm/40S&W/45 ACP. You get used to what they look like whether semi-wadcutters or ball rounds. Those look like 9mm ball holes based on my visual judgment.
