They look fine to me. It's just a photo, and you can't really tell how big the target is. If it's a little bit big, then the .45 caliber holes will look a little small. And the round nose tend to make a smaller looking hole than the nice clean wadcutter hole.
It could be true. I have spent quite a bit of time taping standard IDPA targets (the target in the picture) shot with 9mm/40S&W/45 ACP. You get used to what they look like whether semi-wadcutters or ball rounds. Those look like 9mm ball holes based on my visual judgment. Hence the head scratch.

That is my experience also and especially since these are on an IDPA target. It has been mentioned that these LSWC rounds and others with a round nose don't make a nice clean BIG hole like other .45 rounds do. IDK, but I only use round nose rounds in my matches and they all make big holes. I guess we'll have to take the shooter's word that these are .45 rounds, but man they look small.
