Is this what you are asking for?

CHL population as of 2005=248,874
TX general population in 2005= 22,859,968
Major crimes litigated in 2005= 34,791

% of the general pop that were convicted of a major crime in 2005=0.00152%

% of CHL holders who were convicted of a major crime in 2005=0.00052%

The general pop apprears as though they are 2.92 times more likely to be convicted of a major crime than CHL holders, at least in 2005.

The pop numbers include everyone, juv as well as adult. If you could remove the juv from the total pop, the rate for the total pop would increase.

The numbers look better if, instead of using the entire general population, you use age 17 and older. Offenders younger than 17 are rarely found guilty of a crime.

I don't understand the original question, BTW.

Russell-

I found some new numbers-

Total TX pop in 2005 =22,859,968
Pop over age 16=17,350,063
The % will now change to .002 for the general pop over age 16 VS .00052 for CHL holders.

I think that the stats now show that the general pop is now 3.85 times more likely to be concivted of a major crime than a CHL holder.
