NSA vsersus SA licenses and reciprocity

Trying to avoid thread drift here.
A couple of years ago, before this forum existed, a resident of Connecticut who was moving to Texas e-mailed me with a question: Texas CHLs specify NSA (non-semi-auto) or SA. No other state makes this distincion, AFAIK. How does this apply to reciprocity with other states?
I called DPS and was connected to a lawyer. He said that the Texas law applies only to Texas CHLs, and not someone from another state with reciprocity.
He also told me that fewer than 2% of licenses are NSA.
