CHL and Owner of a 51% Location
Can a owner of a business that generates more than 51% of their revenues by consumption of alcohol carry with a CHL in thir location.

Yes. The owner of any private property can carry any way he or she likes*. Also, a manager of a bar can carry, according to PC §46.15(b)(7).
*The one exception to this rule might be private property that is used as a polling place, on election day.
