Packet problem with address

My GF took the class and got the packet, all is done but, she moved before mailing it and now it is sitting on her desk. The girls at DPS havent returned her calls about whether or not she should just scratch thru and write in the new address or not. Would that be ok? Her DL isnt changed yet either because of this. There is also an address on the fingerprint card, can that be scratched and replaced as well? I have tried calling DPS myself and just get busy signals.

Line through the old address on the app, write in the new one, and initial the changes.

On the fingerprint card, you are allowed to use white-out. Just do it neatly, and make sure all is legible.

Then, go online and change the driver's license address before sending in the CHL app.
