new thread - answer (?) to property tax ?

I just called DPS to ask the question posted in the other thread ...

about what constitutes "finally delinquent" for the purposes of a CHL approval. After waiting on hold for over 30 minutes I finally spoke with an extremely rude lady who was not able to really clear up the question at all.
The summary is this: if you [ever] owe any amount of taxes to any TX government entity that is even one second overdue, then you mighthave your CHL denied or revoked. Or maybe not. Who knows. There is no way to tell. I asked if they could check on it and save everyone the trouble of processing my application and they said "no". There was no definite answer of any kind really. Either I can file the application and take a chance, or wait until after I finish paying.
She did say "as long as you are paying it, then it shouldn't cause a problem. But if you stop paying it, then they may notify DPS and you could get the CHL revoked or denied if it is still in process. So I asked, what do you mean by "stop" paying. Like, I paid on it earlier this month, but I haven't made a payment today. So did I stop paying, or not? That's when the lady began to shout at me and just repeat the same thing over and over only in a much louder voice. I figured I was not going to get any answer so I gave up.
Now maybe the person answering the phone doesn't know the answer. Or maybe they really don't have an answer... maybe if the taxing authority chooses to notify DPS, then DPS denies or revokes the license and DPS themselves don't make the rules or have any discretion. Who knows. I am now just as confused if not moreso.
My gut impulse is to send in the app and roll the dice. My overly-prudent side thinks I should wait until I finish paying this tax bill just to avoid the risk of having to apply twice.
