At least thus far the stage is not set for any court to hold the District in contempt for violating an order which has not yet been issued. In a few weeks we may expect an injunction by a lower court ordering something -- and that "something" will be interesting to digest. I suspect we will then begin to find out just what Heller may mean. We should not expect this to be a quick process.
