Is a credit report run for CHL applications?

When you turn in your application, does the DPS or anyone else need to run a credit report?

Mine is "frozen" for a variety of good reasons, so nobody can run a credit report on me unless I specifically give the credit agencies permission to do it.

I don't know for an absolute fact that DPS never runs a credit check, but I don't think they do. It's not on the list of records that you authorize them to obtain, and it wouldn't necessarily tell them what they need to know. There are other databases for judgment like being in default on child support or educational loans.
