This code contains some items that seem obsolete or just plain wrong.

Section 6.4 states that 51% establishments, hospitals, and nursing homes must post 51% signs at or immediately inside each entrance. We know that not all bars do that, and there's no direct penalty for failing to do so.

Hospitals and nursing homes were never required by law to post a 51% sign. The are required to post a sign with the same text but without the red 51, according to GC §411.204(b). This law dates from the early years when hospitals and nursing homes were off-limits by statute. Now they have to be 30.06 posted to be off-limits.

Section 6.5 states, "A public or private employer may prohibit persons who are licensed to carry from carrying a concealed handgun on the premises of the business."

That is in direct conflict with 30.06, which says that government-owned facilities cannot be posted, except for meetings of government bodies.

This looks like a mess.

The TAC is the state equivalent to the federal CFR, and yes, it's a mess. Thankfully it's nowhere near as bad as the CFR, where agencies get to write their own policies that have the force of law.
