Gentlemen, I have a friend who own's and operates a bar (posted 51% establishment) and carries concealed when there. Per my reading of the subject code he is in violation of the code as i do not find any exceptions or exemptions. Am i missing something here?

Yes, you are missing the exceptions in Penal Code Section 46.15(b) (2) and (8).
in (2), the law does not apply to anyone on their own premises, including their own business. In (8), the law does not apply to anyone who holds a license or permit from TABC or an employee of a licensee if they are supervising the operation of the business.

Even better, they don't need a CHL to carry in their bar.
