Is it true?
Police departments don't like the 9mm round because of bouncing off of windshields in time of need. I heard this years ago from a retired leo and it looks like the thoughts are still the same. Why not 45.cal. for the men and women who serve in law enforcement?

Yes, it's not exactly an answer. but they didn't have any complete deflections during their testing.
All three calibers tested penetrated the windshield, especially after firing multiple shots at the same area.
That being said, If I had a vehicle speeding at me, and had a 9mm, a .40s&w, and a .45ACP handgun on a table next to me, I'd choose the .45ACP without even having to think

They only did a demo on 3 S.D. loads. It would be VERY informative, if they did ALL the S.D. loads from .32 all the way up, including the revolver rounds. BTW, what is "all the way up" now days? Is it still .44 mag? I've been out of it far to long.

9mm does not penetrate effectively WInshields, Engine Blocks and Body armors. So does almost all sidearms projectiles. If I was am LEO or allowed by law. I would carry an extra magazine of special ammo for special cases.

ahhh , i feel vindicated ...gotta love those .45s
in my line of work , i've seen many cars that were fired upon for various reasons.
one in particular , i know was shot at , rather the driver was shot at by a 45 caliber .
its amazing to follow the trajectory path as it enters the vehicle , passes through many interior
parts ,then exits the vehicle . sometimes leaving blood evidence in its wake , indicating the occupant
was not lucky enough to avoid its wrath .
others smaller rounds can only penetrate the outer skin of the vehicle, but lose enough momentum
to simply become trapped in the door trim panel .
angle plays a major role in effectiveness of penetration .
in one case ,the car was fired upon at an extreme angle striking the drivers side window .
the only damage where scrapes along the glass with no breakage .
that guy was lucky, obviously he was fleeing while being fired upon .

You know, as long as we are speculating on what to shoot a car with, I would go with a 75mm Howitzer. Anything you could fire from a pistol or small bore rifle will not stop the car.
And on a more realistic note, firing through the windshield is generally a very bad idea. As we all know, gun shot wounds are very rarely instantly disabling, so shooting the driver will not stop him from doing anything. And in those cases where it does kill the driver, you now have a 3000 lb (or more) missile that is out of control and headed at you. How are you going to stop it?
It looks good on TV and it is instinctive to shoot the threat, but it really is poor tactics. Shoot at the tires or the engine block to stop or slow the car. The radiator shot is a very good way to get a car to eventually stop also.
And the best thing to do is generally just get out of the way of the car. It is hard for a car to turn 90 degrees to hit you as you dodge, no matter how the Coyote and Roadrunner get physics to work.
