I am no expert on powder but I don't think it would have to spark. The tip of a drill bit can get pretty darned hot and at the point it penetrates the brass, air combined with the extreme heat of the bit, might just be enough to do it. Co-worker had it and wanted the powder out of it. I told him I could drill a hole in the side near the base if he wanted me to.
He told me it was OK with him.
I set it in the vice, used a lit bit of oil, set the drill on a low speed, kept the tip cool and drilled right through the brass. Poured the powder into a metal can and burned it off.

Except that brass is soft, and cartridge casings are relatively thin.
