Charles,

Do I need to get permission from TSRA to add a banner and a link to TSRA on my CHL website?

Yes you do and now you have it. :lol: Seriously, we routinely approve links to the TSRA website. Any other use is prohibited because we have to diligently enforce the trademark or waive the ability to do so.
