Charles,
Do I need to get permission from TSRA to add a banner and a link to TSRA on my CHL website?

Yes you do and now you have it.
Seriously, we routinely approve links to the TSRA website. Any other use is prohibited because we have to diligently enforce the trademark or waive the ability to do so.
