From Class to DPS Application

I have a friend that took his CHL class with me way back August 0f 2009. How long does he have to still be eligible to apply for the CHL card or how long before the class expires? Or is there a length of time required that you submit your application after taking the class? Thanks.

He has 2 yrs if it is a 1st time application.
He needs to get it in.
