I doubt many people who know, or suspect, that they can't meet the qualifications spend the money and time to apply.

If I merely suspected, I'd probably call and ask (or have a friend do it for me). But if I knew.. yeah, why bother? I suppose if I'd decided I was going to commit a crime and CC anyway, and had no other nefarious intent, I might attend the class so that I wouldn't unknowingly get in any additional trouble. If you read one of my earlier post I have a friend who had gotten in trouble as an 18 year old(he's 39 now), but thought it was all taken car of and expunged/sealed/never to be seen again. He went to buy a shotgun and got denied, and to say it has been a process to clear it all up would be putting it nicely.
This happened back in early July and he still has yet to get it cleared, even though he has provided twice all the paperwork required to do so.
