I suggest we write every senator to suggest an amendment to Lucio's amendment, exempting a CHL from ISD taxes unless the ISD has "written regulations or written authorization" for the CHL to carry on ISD grounds and in buildings.

If they want to opt out of RKBA then we should be able to opt out of their taxes.
