This is generally true IF those weapons are in the hands of law abiding citizens. Unfortunately, there are TWO "gun cultures" in America. I was under the impression that Texas was preemptive in nature when it came to firearms laws? Obama's anti-gun beliefs led to a huge surge in gun ownership among law abiding citizens. This in turn led to lower crime. As much as I dislike the man, you have to give credit where credit is due.
As far as San Antonio, I believe that they have a bit of an anti-gun culture there as evidenced by the prevalence of 30.06 and "gun buster" postings, among other things. This may well contribute to the increased crime rates in that city. The increased rates in NYC should be obvious.
