The report says that the PATRIOT Act and other counterterrorism policies and tools have helped prevent nearly 4 dozen attacks, but it also says more needs to be done.

The report claims that local and state governments are better equipped to protect against terrorist attacks than the federal government and that politics too often gets in the way of policy decisions
