Clearly I need a 10/22 ('cause I don't have one), but I'd rather build that buy, knowing that buying all the parts will cost more than buying a basic 10/22 and customizing it.
Having said that has anyone had experience building from a bare receiver and can recommend a brand?
Has anyone built from an 80% blank?

Walmart probably has them cheaper than Academy, but hit up a gun show and find an older steel model for around $200 or so.
Barrels - find an OE on ebay (along with lots of stock parts) for pretty cheap.
For a while AGP arms was selling the OE threaded barrel for $69.
Lots of companies make aftermarket barrels, from $100 or so, up to several hundred.
