My best buddy from college lives in Ohio and he says ammo up there is virtually nonexistent and much harder to come by than it is down here.
So...quite simply, if I chose to do so, can I legally ship ammo to him?

Hint: Make your UPS shipping label at home and have your UPS delivery person pick it up from your front doorstep (pretty sure you can do this for a little extra $). Unless you are CERTAIN that your nearest UPS Customer Center knows all the rules and happily accepts your package, you could be in for some MAJOR delays if you take it there (and I'm specifically referring to the Brown Clowns that work in the Austin UPS Customer Center, who don't seem to understand firearms and ammo regulations, much less what a firearm actually is)
