AMMO Shortage - Poor Inventory Control ?

Is it possible some of the shortage is simply poor inventory control. I was after some specific shot gun shells that is stocked by limited Academy stores. The store I shop said they had it so I went to the store and even though the computer said they had it, no luck, we couldn't find any on the gondola or back stock. They checked another store and the I-10 and Garth Rd store said they had 13 boxes. Drove out yesterday and guess what? No shells on their shelves or back stock though the computer still showed 13 in stock for that SKU#. The guy said I should have called :mad5. I informed him the first store did call and he just sheepishly looked away. I asked why they don't zero out the inventory log because they probably won't order any if it shows stock available. They said they couldn't do that. :headscratch Had them check area stores to see which ones carry the ammo and the Katy and Conroe stores have them in stock 30 bx Katy and 38 bx Conroe. I didn't feel like driving that far "rlol" so I just gave up. This morning my brother called me to see if I wanted to accompany him to buy some armored telephone wire out on Clay road and Hwy 6. I went with him thinking we could check out the Katy Academy. We did and even though they showed the 30 in stock, none were to be found on the shelves. Then one another guy directed me to a section about 20 feet long with cased ammo stacked 3-4 deep x 4 feet high. A lot of ammo of all kinds. Eureka while the guy was searching and we were digging my one eyed, deaf in the left ear, bro spied 3 cases.
