I let my license lapse about five years ago do I need to make this known in order to receive another license. Will it impair ,help, or have no effect. 

No effect. Just start the process as a new liscense.

It probably won't speed up your processing. DPS will still have to conduct the background check again. I'd say it will have no effect on processing time.
My advice is not to sign up online. Just get your paperwork from your instructor. DPS will want you to use your old expired license number, rather than assign you a new one. When you fill out your paperwork that goes to Austin, just mark through the number on your paperwork and write your old license number above it. You can even write "Expired Renewal" on a post-it note or on top of the TR-100 form.
The other critical issue is that you must select "New License" at the bottom of your TR-100 form. Your only 2 choices are "New License" or "Renewal". I selected "Renewal" and that caused a rejection and delay in processing until I sent the form back to DPS. Your instructor will help you through all this.

Draw one line through the number on the yellow app. and use your old number there and in every place the CHL # is asked for. They have said they want it done this way and the back ground check won't have to go so far back, everything will be filled out as a Newbie.
Don't go on line and request a packet, they will give you another number and confuse the process.
