I am looking at purchasing a Glock 23, I was wondering if you could convert it into a .357 with a 32 barrel or do I need more, also can I convert a sig p226 from a 9 to anything else?

I don't know anything about Glocks, but you can convert that P226 to .22lr.

That is all you need but you'll want to make sure you have the latter generation glock with the 3 pins on the grip (3 gen I think) to avoid issues. Lone Wolf makes a drop in for about $100 and it should work great.

Oh on the Sig you can only go down not up. If you have a 9mm gun then you can't go to 40 but if you have a 40 you can go to 357 or 9mm.

Yep.
