Houston Police Chief concerned about Open Carry...

Saw this on the news last night...

He's made his views known on Open Carry known before...

Apparently, anyone open carrying and headed into a bank may cause alarm and give his officers probable cause...

I've open carried into banks in other states. Never been an issue.

I did have a bank manager give me a hard time, once. I knew for a fact that the bank corporate policy was to allow both open and concealed carry, so I had corporate security call her and retrain her. She apologized to me the next visit for her misunderstanding.

He's correct about growing pains and a segment of the public calling the police because they are alarmed at seeing someone carrying openly. I'm happy, and I must admit somewhat surprised, that he is talking to the DA's office about reasonable suspicion (not probable cause) rather than just making his own policy. If Pat Lykos was still DA, then I know her response would be accurate. We'll just have to see what Devon Anderson says.

That said, his professed understanding of the Second Amendment and not wanting to take guns away from Texans is not true. He publicly stated before that he supports Obama's gun control efforts. Houston has had some strong Second Amendment supporters as Chief of HPD, but not McClelland.

“If someone was headed towards the steps of a bank open carrying and someone was alarmed and called the police do my officers have probable cause to say hey stop let me see your I.D. what are you doing all of those things,” said McClelland.

I'm not sure if you are saying that he should have used the term "reasonable suspicion" or I misquoted him.

Either way, I agree with your views of his views. He's been very clear on his position in the past.

Houston has bigger issues like being nearly 1,000 police officers short because they refuse to accept lateral transfers. That explains why the response time for non emergency calls can be 8-12 hours. This all came from a former HPD officer.

I have yet to see the hpd chief or the mayor say anything good about the second amendment. And for the hpd chief to say he is not looking to take away peoples guns- I seriously doubt thats what he really thinks. The only thing that keeps the liberal gov. people in this city from doing much is the republicans population.

Heck even the harris county sherif won't sign off on silencer paperwork; what does that tell you. And they wonder why so many people use trusts to go around their idiotic beliefs.

Why does the media always forget to add a key word when talking about open carry? The word is "Licensed." Which to me means you can't open carry unless you're licensed. Doubt you'll see criminals open carrying.

So if I'm understanding his example "concern" -- they get a MWAG call about someone alarmed that said MWAG is headed towards the steps of the bank...and somehow they time travel and/or teleport to that bank location before said MWAG has already entered the bank and likely already completed their business and exited the bank? Understanding that, I now feel safe enough to turn in my CHL and sell my weapons. I always thought that the law enforcement folks couldn't be everywhere, and certainly would take more than those seconds to arrive anywhere but apparently I was wrong. When seconds matter the HPD will of course be there to protect each and every one of us. I will sleep better tonight!
