The things the Israelis have to deal with amaze me.
In certain extreme situations, the law is inadequate. In order to shame its inadequacy, it is necessary to act outside the law to pursue a natural justice.

The attack occurs at 4 seconds into the tape. The posse arrives at 1:18. Excellent response time but still a minute after the attack. Clear evidence of why you should be armed at all times.

Hard to tell how many rounds he put on target, but that bad guy looks like he soaked up a whole lot of lead.

That is very common when it's a handgun spitting out the lead. Handguns are woefully underpowered. We carry them because they're better than a sharp stick and easier to conceal than a rifle.

This is something worth noting.

Resource-driven criminals -- i.e. those whose goal is to steal money, cars, drugs, etc -- use violence, often lethal violence, to obtain their objectives, but their objectives include surviving the encounter so as to be able to use the resources they took from you. When you present them with the real possibility of being injured or killed, they often decide the cost-benefit ratio is no longer in their favor and they break off. I think this accounts for the large number of successful defensive gun uses where either no shot is fired, shots are fired but don't hit the bad guy, or non-lethal hits are obtained and the bad guy runs off, maybe to die elsewhere or maybe to get patched up and prey again. The real threat of counter-violence deters them midway through their act.

Certainly there are exceptions, those who are psychopathic, those who no longer care, who decided long ago they were going to die "in the life," those who are emotion driven (e.g. ex-lovers), but they are exceptions.

The ideology-martyr driven terrorist is different: he knows he is going to die in the attack; in fact, that's one of the objectives. He will keep fighting and killing until he is physically unable, because his other objective is to kill as many Jews, infidels, apostates, the "other", as possible before he goes. That's his ticket to heaven. The threat of counter-violence does not deter him, and neither does sub-lethal violence. He has to be physically stopped, usually by death. Even if mortally wounded, he will often continue to fight, to try to inflict violence, even if all he has strength for is to pull the pin on his last grenade.

For these guys, you must outright kill him or inflict massive wounds on him that break his spine, break his limb bones, severely deplete is blood, or if you are close enough, overwhelm him with several people tacking him (e.g. "dogpile"). Really, he needs to be killed, and the only way you can quickly know he is dead is to see his brains.

Shoulda got one in the brain-pan the first time he got up.

The shooter, by the way, was a security guard, licensed to carry off duty.

When I looked into Israeli carry permits awhile back, IIRC security guards composed the largest percentage of civilian carry permit holders. It is surprisingly (to us) difficult to get a permit to carry a handgun in Israel. Nir Barkat, the mayor of Jerusaleum, made quite a splash the other day saying more civilians need to get permits and carry guns, and the rules should be adjusted to facilitate this.
