DA for that crime (TXPC 30.04), even if it was a felony, that is 10 years old or older is not a DQ for a CHL... so long as the DA was successfully completed.
Get certified copies of the charging docs, getting put on DA, and getting the DA dismissed and discharged and send in with your paperwork and you will be fine.

Be sure it was filed and handled as a burglary of a vehicle and not a habitation. (Ex. if the car was in an attached garage, it might have been handled as a burglary of a habitation.) If it was a burglary of a vehicle, you're okay. If it was burglary of a habitation, it's a permanent bar to getting an LTC. (Man, that LTC thing is going to take some time to get used to!)
