It's not quite as complicated as it may initially appear. You can request the application packet via DPS's web site or most instructors will have application packets in the class.
The short version is if you get the packet through DPS, they will do a preliminary background check before mailing. If you get a packet from your instructor, there will be only the final background check after you get it all completed and back to DPS.
One of the biggest "mistakes" I've seen students make is running out and buying a (big) gun to use for the shooting portion. Most instructors have rental or loaner guns (and may or may not conduct a segment regarding "trade offs" to assist in making more informed purchase decisions).
Welcome to the forum, btw.
A lot to be gleaned here.

You can go ahead and do your application online before taking the class. You will answer 15 questions with "yes" or "no" about your eligibility, but that does not get you "approved" for the license. The DPS will not verify your info, or perform the background check, until you have taken the class and they receive your photos and fingerprints and class completion form (TR-100)
So, it only speeds up the process in that you already have your application filled out before class. It still takes DPS approximately 60 days to issue the license after they receive your class completion paperwork.

You might want to lurk around a little in the "New to CHL?" section here. Some folks seem to prefer the electronic application (with payment by credit card) and others prefer doing things the old fashioned way with pen and paper (and despite what the old paperwork says, they do now have to accept personal checks).

If you apply on-line, give DPS time to get the package back to you - 7-10 days maybe, before your class.
I applied on-line but took the class a couple of days later, without my app in hand. All worked out OK, but I had to substitute the returned app and write my app # on a couple of the forms and back of photo when I received the package. No big deal.
The advantage to filing on-line is that you receive your PIN with the returned app from DPS. Thus you can start checking your status immediately after you return from the PO to mail the final package back to DPS --- a daily chore for 45 - 60 days!
