Here we go... a proposed policy for the Dallas Police department on when they can use deadly force, i.e. their firearms. They can NOT use deadly force if:
1. Suspect is unarmed.
2. Suspect is running away or attempting to withdraw.
3. Suspect is driving away or sitting in a parked car.
4. Suspect is not armed with a firearm (e.g. with a knife, screwdriver, etc.).
5. The officer is alone (e.g. on a foot chase).
#5 - What? So if an officer's alone, you can just slaughter him in his steps?

You almost stand better chance if you are LTC in self defense case than LEO seems like. But from Dallas Zoo, I wouldn’t expect anything less.
