Just look at how many NCAA athletes have lost their scholarships for accepting money or anything else of value, except for working a bonafide job.
Nobody elected the NCAA to anything. They have no authority to do anything except regulate their own sports. They certainly do not define what the law means.
There is nothing about the car racing as described in this thread that would lead me to think it is a professional sporting event.
