I believe this is the most up-to-date CHL fee schedule:

No State shall convert a liberty into a privilege, license it, and charge a fee therefor. -- Murdock v. Pennsylvania
If the State converts a right into a privilege, the citizen can ignore the license and fee and engage in the right with impunity. -- Shuttleworth v. City of Birmingham

If you do it online, does the DPS website automatically charge the right amount to your credit card?
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

Yes, they charge the credit card. However there is a $2 service charge, so total is $27. Just did a change of address myself last week.

Transaction Amount $27.00

Did they ever even try to come up with some plausible excuse for it costing so much more than an address change on a driver's license?

Greed. The same reason some people are upset about Texans saving money by getting a Utah license.
This will only hurt a little. What comes next, more so.
