It’s a shame. LEOs put their lives on the line every day in public service. But most can obtain serious, advanced firearms training only if they seek it out themselves.
Some instructors, like John Farnam, ask enrolled, paying students to contribute additional funds so that PDs local to the class can afford to send select officers to the course. I always contribute 50% of the course fee to this invisible but necessary cause.
