pretty much the same way you can get 25,000 Volts from a 110 volt TV set.

Stun guns use what amounts to a "step-up" transformer to convert 9V to many thousands of volts while maintaining low amperage. The electrical system in your vehicle is only 12V, but if you reach across the coil/ignition system.......well, you'll soon get the idea.
